Here it is possible to find the national initiatives organised or promoted by the Department as part of the 2023 edition of the National Civil Protection Week.
The 2023 edition of the National Civil Protection Week opens in Longarone on the anniversary of the Vajont disaster, which struck the Friuli-Venezia Giulia and Veneto communities sixty years ago, leaving an indelible mark on the local experience and the memory of all Italians. The conference "Perspectives on Vajont. Languages and knowledge sixty years after the catastrophe," organized by the Department of Civil Protection in collaboration with the Friuli-Venezia Giulia and Veneto regions, the Municipality of Longarone, and the Vajont Foundation, is part of the initiatives to commemorate this event. The day, scheduled for October 9th from 2:30 PM to 4:30 PM at the "Ferruccio Parri" Cultural Center in Longarone, is primarily aimed at the territorial components and structures of the civil protection system, with the aim of providing new and integrated perspectives on this major Italian emergency. Sociology, psychology, anthropology, and communication are the viewpoints that will converge on the topic, intertwining historical testimony and collective experience while attempting to portray the socio-cultural complexity of the Vajont disaster in a multidisciplinary framework.

The objective of the conference "Earthquake 2016: coast and hinterland together in emergency and recovery," scheduled for Tuesday, October 10th, starting at 9:30 AM at the Mozzi Borgetti Library Auditorium in Macerata, is to analyze strategies and tools to facilitate the recovery and development of the areas affected by the 2016 earthquake in Central Italy.
Representatives from local authorities, institutions, universities, civil protection, and industry associations will discuss topics related to the management and overcoming of emergencies, including testimonies from entrepreneurs who continued their activities in the affected areas. The event is organized by the Department of Civil Protection, Confcommercio Imprese per l’Italia, Confcommercio Imprese per l’Italia Marche, and Federalberghi Marche.

The Memorandum of Understanding between the Department of Civil Protection and the National Union of Municipalities, Communities, and Mountain Authorities (Uncem) aims to contribute to the dissemination of civil protection culture, promote participation in municipal and intermunicipal planning activities, enhance the training of local administrators and local volunteers, create local management models for sharing resources and equipment in emergency situations, and initiate initiatives in schools to improve awareness of territorial risks.
The memorandum will be signed at the headquarters of the Department of Civil Protection on Tuesday, October 10th, emphasizing the role of municipalities and mountain communities in protecting the territory, preserving the environment, and mitigating risks.
On Wednesday, October 11th, 2023, during a ceremony at the Quirinale Palace, the President of the Republic, Sergio Mattarella, will award the Department of Civil Protection the Gold Medal for Civil Valor for its management of the Covid-19 emergency. The recognition is a tribute to the Department's dedication during the national spread of the Sars-Cov-2 virus and the declaration of a state of emergency.
The Department demonstrated admirable dedication and a high sense of duty by providing constant and effective coordination of the components and operational structures of the National Civil Protection Service. This ensured the most suitable organizational, logistical, and operational response to combat the epidemiological spread, enabling the transition from the emergency phase and garnering unanimous recognition and high appreciation from the national community.
The ceremony will be attended by the Minister for Civil Protection and Maritime Policy, the Head of the Department of Civil Protection, along with representatives of components and operational structures of the National Civil Protection Service who operated under the Department's coordination in the challenging emergency context of Covid-19.
The event "Awareness of Volcanic Risk. Focus on Phlegraean fields and Eni's Preparedness," organized by Eni-Funzione HSEQ Emergency Management, Eni Plenitude Società Benefit, and the Department of Civil Protection, aims to improve the knowledge of natural risks, particularly volcanic risk, among those working and living in the Phlegraean fields area.
Beside the seminar, which will take place from 9:00 AM to 5:00 PM on October 11th at the Eni Plenitude headquarters in Pozzuoli, Naples, there will be an information booth for Eni personnel and employees of other affiliated companies.
This initiative is part of the collaboration between Eni and the Department of Civil Protection, established in 2021, to strengthen knowledge and improve the effectiveness of the civil protection system.
On October 11th, 2023, as part of the National Civil Protection Week, Lombardia Region will host the EXE.LOMB.EST 2023 exercise to test the response of civil protection structures in the event of an earthquake. The exercise, organized in collaboration with the Department of Civil Protection, Piemonte Region (Arpa Piemonte), Polis Lombardia, the National Institute of Geophysics and Volcanology, the National Fire Department, and the Eucentre Foundation, involves the provinces of Brescia, Cremona, and Mantova.
The exercise follows a multidisciplinary training program that covers key aspects of emergency management, including continuity of administration in affected municipalities, assistance to the population, protection of cultural heritage, and damage assessment activities.
On October 12th, 2023, from 10:00 AM to 12:30 PM, the operational headquarters of the Department of Civil Protection will host a technical meeting dedicated to the role of the community of technical professionals in civil protection activities. Representatives from regions, autonomous provinces, the National Association of Italian Municipalities (ANCI), and national technical professions councils will participate.
The initiative aims to promote a discussion among different stakeholders to identify ways to enhance the support provided by the community of professionals, which is widespread and evenly distributed across the country, to the technical activities carried out by the National Service of Civil Protection. This support extends beyond managing and overcoming emergencies to include prevention activities as well.
The Minister for Civil Protection and Maritime Policy, Nello Musumeci, and the Head of the Department of Civil Protection, Fabrizio Curcio will open the workshop.

On October 12th, in Bergamo, at the Confindustria auditorium, the conference titled "Emergency Management and Prevention Culture: Public-Private Partnership for Ensuring Business Continuity" will take place starting at 3:00 PM. The event is organized by Piccola Industria Confindustria, in collaboration with Confindustria Bergamo and the Department of Civil Protection. The conference will involve experts, professionals, local authorities, institutions, and entrepreneurs with the aim of sharing civil protection strategies to enhance the resilience of territories, communities, and businesses.
The focus of the event, which will be attended by the Head of the Civil Protection Department, Fabrizio Curcio, includes risk mitigation and prevention culture, synergy between the public and private sectors for civil protection, and the best practices to ensure continuity.

On October 12th, 2023, in Rome, at the operational headquarters of the Department of Civil Protection, a technical meeting will be held to discuss the results of the training conducted by UNICEF and UNHCR in collaboration with the Umana Solidarietà Consortium and CIDAS. The training focused on the operational tools of the practical guide "Mitigating the Risk of Gender-Based Violence and Protection Mechanisms for Minors in the Distributed Reception System," which was developed between October 2022 and May 2023 by UNICEF and UNHCR in collaboration with the Department of Civil Protection and the cooperation of the 14 entities affiliated with the Department for the implementation of the distributed reception of the Ukrainian population in Italy.
The document, aimed at third-sector and social private entities involved in distributed reception, consists of six sections providing guidance on policies and procedures to reduce risk factors and strengthen protection mechanisms, practical tools, reporting mechanisms, and guidance on providing initial support to at-risk individuals. It is a tool compliant to many emergency contexts.
The national test phase of IT-Alert, the public alert system that Italy is adopting, has spanned all Italian regions since June of this year, directly involving the population. The test phase ends on October 13th, 2023, in the Autonomous Province of Bolzano, where a test message will be sent to mobile phones with active phone connections around 12:00 PM.
Once operational, IT-Alert will be used for the following types of risks: tsunamis triggered by earthquakes, the collapse of a major dam, volcanic activity (specifically Vesuvius, Campi Flegrei, Vulcano, and Stromboli), nuclear accidents or radiological emergencies, significant events in facilities subject to Legislative Decree 105 of June 26, 2015 (Seveso Directive), and heavy precipitation.
"Fango/Memoria, cronache dalla piena" is both a seminar and a photographic exhibition to recall the flood events that struck the area of the archaeological park of Sibari in 2013, ten years ago.
These events are organized as part of the National Civil Protection Week by the Directorate of the Archaeological Park in collaboration with the Calabria Region and with the support of the Department of Civil Protection.
The seminar "The Protection of Cultural Heritage in Civil Protection Emergencies," will place take on October 13th from 2:30 PM to 5:00 PM within the Archaeological Park of Sibari, while the photographic exhibition, "Photographic Chronicle of the 2013 Flood," will open on October 13th in the archaeological area and will be accessible until November 30th.
On October 13, 2023, as part of the National Civil Protection Week, the Municipality of Castelnuovo di Garfagnana will host the national exercise EVEI 2023 to test the management of vulnerable individuals in emergency situations. The objective of the initiative, organized in collaboration with the Department of Civil Protection, the Province of Lucca, the Municipality of Castelnuovo di Garfagnana, the Union of Municipalities of Garfagnana, Crm Health Function, and the Tuscany Northwest Health Authority, is to test the "ASL/S.V.E.I. Directive" of January 7, 2019, and contribute to defining a new operational model for assisting the population.
In addition to the exercise, a conference to explore these topics will take place. The meeting, titled " La gestione della popolazione vulnerabile nelle emergenze di PC: applicazione della Direttiva ASL/S.V.E.I. del 7 gennaio 2019" will take place from 4:30 PM to 7:00 PM at the Civil Protection Center of Castelnuovo di Garfagnana.
As part of the National Civil Protection Week, the "Gruppo Lucano" has organized its 15th national gathering in Viggiano, in the province of Potenza. During the gathering, which will involve approximately 600 volunteers, the Gruppo Lucano will engage with the public, its volunteers, and institutions. The event will explore the role of the Gruppo Lucano within national organizations and formalize the delivery of materials by the Department of Civil Protection for the completion of the population assistance module, which was created with the organization's contribution.
The day's activities will also involve young people who participated in the “I am civil protection too” summer camps at the Gruppo Lucano centers in Sant’Angelo le Fratte, Marsico Nuovo, Tricarico, Lavello, and Maratea in Basilicataand in Vallo della Lucania and Buonabitacolo in Campania, along with their families.
